For comment:

Player A believes that opposition Player B is within the 2m required distance from the point of a throw in - Player B is not seeking to unfairly distract of impede the throw in.

Player A forcefully throws the ball at Player B - then claims that Player B was not back the required distance.

Whats your call?

Mathew, I see 4 sections to your question/situation. 1st. Is player B back 2mts from the thrower, NOT the side line, but the thrower? As the Ref you have to decide if he is. If not, blow your whistle to alert the player and call him back.
2nd You say he's not seeking to unfairly impede or distract the throw-in. How do you determine this!? Why is he there if not to do this! It's your job to get him out of there, better still, stop him from going there in the first place.
3rd If player A throws the ball in before you tell B to get out, you have to determine if A deliberately threw the ball at B and if so caution him appropriately, SFP. If you determine that he didn't, it's play on. A chose to play on.
4th If you had called B out, did A deliberately throw the ball at B? SFP against A! Big call!! Caution to B for Y5!?
